Significance of SP3

Mayor Interested In Working On Ways To Better Integrate Burmese On Heels Of Laundry Controversy
FORT WAYNE, IN (Indiana's NewsCenter) --- Fort Wayne’s mayor is pushing for changes to better
integrate Burmese immigrants into the local community.
It comes after a southside laundry ran into problems with some Burmese patrons over proper customer
etiquette.
Mayor Tom Henry is inviting Burmese community leaders and others to sit down and discuss ways to
make the Burmese feel more welcome, and ways to help them better understand acceptable practices
in their new culture.
Ricker's City Laundry at Calhoun and Rudisill has been at the center of a storm, and the owner has
issued formal apologies, after it was made public last week that a sign was put up in the laundry,
reading, "For sanitary purposes, there are no Burmese people allowed".
Some Burmese customers were accused of spitting inside the business.
We talked to a patron who claims to have first-hand knowledge about spitting and instances of urinating
by the Burmese.
Turquoise Harvin/Laundry Patron: " It was disgusting and I've been other places where they've done
disgusting things too, yes, and I just feel like, if you're going to be over here, that they should abide
by our rules and our way of living, otherwise, go home."
Another laundry customer told us she witnessed a store employee telling a Burmese family to get out
of the establishment.
Elizabeth Thammachack/Laundry Patron: " You can't do your laundry here, didn't you read the sign, you
can't do your laundry here, and to me, I was disgusted, because I'm like how can you tell a family to
not do their laundry there, for their background. It just doesn't make sense and when I saw that, I just
took all my clothes and left."
Several Burmese immigrants gathered outside the Allen County Courthouse on Sunday, protesting
against discriminatory practices.
The head of the Southside Business Group is speaking out for the rights of Ricker’s City Laundry.
Charlie Hire says both sides need to do better in the situation, but he believes Ricker’s needs to be cut
some slack.
Charlie Hire/Southside Business Group President: " We can't just keep saying, crucify them, persecute
the business. They'll go away and then we'll lose that business that we need. We have to realize, there
has to be a middle ground here."
We have no word from Fort Wayne's Metropolitan Human Relations Commission on whether the civil
rights organization plans to file a formal complaint against the laundry in this case.

Assimilation crucial for Fort Wayne's Burmese
Lessons to be learned from recent sign incident.

The “No Burmese allowed” sign recently removed from a south-side business drew an immediate,
heartfelt and appropriate rebuke, even from the store's owner, precisely because it was reminiscent
of an unfortunate era most people would rather forget.
But what happened at Ricker's laundry on South Calhoun Street was, in one very important sense, vast-
ly different than the segregation to which African Americans were subjected: Where Jim Crow sought
to exclude certain people because of hatred and perceived racial superiority, the employee who posted
the sign sought to exclude an entire group on the basis of improper behavior by certain individuals.
If righteous indignation over the sign is allowed to obscure that point, Fort Wayne's Burmese population
will have been minimized yet again.
Nyein Chan knows that as well as anyone. As a Burmese refugee who came to Fort Wayne in 1994, he
is living proof that people from diverse cultures can and do assimilate into Fort Wayne's mainstream
and find success. But as Catholic Charities' resettlement director, he also knows the speedy “American-
ization” of new immigrants is crucial to assuring their ultimate acceptance and prosperity.
Catholic Charities Executive Director Debbie Schmidt, meanwhile, knows that process can be slowed –
to the detriment of immigrants and community alike – when the influx becomes too big to manage.
Do numbers alone explain the behavior that prompted the employee's blatantly illegal sign? Probably
not. As Schmidt noted, the number of Burmese settled directly in Fort Wayne with her organization's
help last year was 235 – about 600 fewer than in 2008 and about 400 fewer than in 2007. The previous
years' high refugee counts, she said, did overload Fort Wayne's ability to accommodate them. That's
one reason she and others asked the federal government to slow the influx.
Chan expects fewer than 300 Burmese refugees to be settled here this year, although others may move
to Fort Wayne after being settled somewhere else.
Despite the smaller numbers, however, Schmidt said more-recent refugees have tended to be less edu-
cated than earlier arrivals – which might help explain behavior such as spitting the juice from betel nuts
on the floor, which can leave a red residue. That was included on signs that replaced the “For sanitary
reasons, there are no Burmese people allowed” one. Some behavior attributed to Burmese refugees has
been even more unsanitary.
In one respect, it may be unfair to begrudge Burmese some activities popular in their culture. After all,
it wasn't very long ago that spittoons and “no spitting signs” were a common sight around Fort Wayne.
It took decades for tobacco-spitting to fall out of favor; newly arriving refugees do not have that luxury
of time.
For that reason, the U.S. State Department generally makes sure they receive a three-day orientation
session about life in America even before leaving the refugee camps, which are mostly in Thailand.
Those directed to Fort Wayne through Catholic Charities receive additional instruction on health, citizen-
ship, public services, education, employment, laws and other aspects of life that are common to
Americans but can be completely foreign to people who have never seen electricity or indoor plumbing.
The assimilation problems implied by the sign, and which Schmidt and others acknowledge, indicate
the orientation process is at best incomplete. Schmidt said she'd like to see the federal program beefed
up with such things as more emphasis on learning English – something complicated by the fact that
many new arrivals “are not even literate in their own language.”
With as many as 6,000 Burmese now calling Fort Wayne home – believed to be the largest concentrat-
ion in the U.S. – Schmidt said Fort Wayne has been both generous and welcoming. But, as Chan and
Schmidt noted, each new immigrant group has had to struggle for acceptance. That struggle, as we
have just seen, can be exacerbated by cultural clashes. If unresolved, it can also threaten the financial
support that Catholic Charities and other groups need to help people of all ethnic groups.
The best thing for old and new residents alike, then, is for the federal government to continue to limit
new arrivals to a manageable number – and for Washington and its local partners to beef up assimilat-
ion efforts.
“When in Rome …” has always been good advice for Americans traveling overseas. The reverse holds
true as well.

Assimilation, cultural orientation provided by resettlement agencies
I guess I don't understand why Catholic Charities Executive Director Debbie Schmidt thinks the "federal
program" needs to be beefed up. Charity organizations like her's that participate in the program are in
the perfect position to raise private funds needed to help refugees learn English.
The problem with the cultural and community orientation provided by refugee resettlement organizations
like Catholic Charities is that there are no competency standards for these services with periodic tests of
refugees’ knowledge. When refugees come out of these orientations and don't seem to have learned
much, the resettlement organizations just say, "Well, we told them." The goal should be to make sure
refugees understand what they are told, which often requires repetition, not just giving refugees infor-
mation one time.
Most of the time the resettlement agencies don't even provide written handouts with bullet points on

Oh for more political correctness
Here we go again rampant Political Correctness. Something that only happens in the USA.
Assimilation is crucial for any immigrant to another country, but then we try to temper it with phrases
like “it may be unfair to begrudge Burmese some activities popular in their culture.†Oh and we
will provide government forms in your own language, even if you can’t read your own language, let
alone your new one.
Well I can guarantee you if they are spitting on the floor in a dry cleaners, they are also spitting on the
floor in the hospitals, and clinics they are using. This ingrained habit will not be broken easily. I have
lived in so called 3rd world countries, and have see the hygiene practiced.
The business went too far by barring all Burmese, but should be able to bar any customer from ever
returning, Burmese or otherwise.
A 3 day orientation in a refugee camp prior to transfer to a foreign country is a joke, We require more
training for our State Department. This would be a joke for highly educated immigrants, but as the article
states, the current immigrants are less educated than the prior years.
This is normal. Look at the first Cuban immigrants in the 60’s versus the current boat people. The
higher educated and moneyed always leave first followed by the less advantaged.
The current Burmese immigrants would not be part of their own countries higher society, as has been
stated in the article they are less educated.
†The assimilation problems implied by the sign, and which Schmidt and others acknowledge,
indicate the orientation process is at best incomplete. Schmidt said she'd like to see the federal
program beefed up with such things as more emphasis on learning English – something complicated
by the fact that many new arrivals “are not even literate in their own language.â€
Not even literate in their own language, meaning that in most cases they cannot read and write.
Then we have advocates that believe that even though they cannot read or write English, they be
granted a license to operate a motor vehicle?
I would guess they have a minder at all times in order to translate to the police, or other driver in
case of an accident or traffic violation. And they are fully aware of state of Indiana insurance regulations.

Rickers sorry for anti Burmese sign

FORT WAYNE, Ind. (WANE) - Ricker Oil issued an apology, Tuesday, after a sign reading 'No Burmese
Allowed' was posted outside one of its businesses.
The sign, which completely read 'For Sanitary Purposes, There Are No Burmese Allowed' created a
backlash, when it was spotted on a door at Ricker's laundromat on the corner of Rudisill and Calhoun.
It's not clear when the sign went up or how long it remained there.
Angry customers turned to the social networking site, Facebook , to voice their outrage and vowed to
boycott the company until it apologized.
On Tuesday, the company's founder, Jay Ricker issued the statement below.
On behalf of Rickers, I would like to apologize for any offense a recently posted sign may have caused
at one of our locations in the Ft. Wayne area. Unfortunately, an employee responded to an alarming
situation in an inappropriate manner, by posting this sign.
Once we learned of our employee's actions, we responded swiftly to rectify the situation. This sign in
question was removed and we are exploring appropriate disciplinary action. It is the policy of Rickers
to welcome all patrons to its facilities. We are committed to maintaining a positive relationship with all
members of the communities we serve.

A Ricker spokesperson would not go into detail about the 'alarming situation' referenced in the apology,
but did say the company was working with Allen County's Health Department and Burmese Advocacy
Center (BAC).
NewsChannel 15 first sent the apology to the BAC. Now, it's using the event as a chance to teach others.
A statement to NewsChannel 15 from the BAC reads: Such discrimination is violation of federal, state
and local law since it targets an entire community based on its race and national origin... Though the
BAC does not speak for all Burmese people, for its own part, it accepts teh apology in the spirit in which
it was given. The BAC also understands that this event arose out of a lack of understanding and an inabi-
lity of the parties to communicate with one another.
‘No Burmese' sign draws ire
Despite business owner's apology, city's civil-rights watchdog is investigating

But by targeting an entire ethnic group instead of the unacceptable behavior, an employee’s sign has
forced the Anderson-based owner of a local business to apologize and drawn the attention of the city’s
civil-rights watchdog.
“For sanitary reasons, there are no Burmese people allowed,” read the sign that was posted on the door
of Ricker Oil Co.’s coin-operated laundry on South Calhoun Street near Rudisill Boulevard – until an irate
passerby alerted the offices of the Burmese Advocacy Center, 2826 S. Calhoun St., and the Neighbor-
hood Christian Legal Clinic, igniting a firestorm of protest in the media and on the Internet culminating in
Tuesday’s apology from President Jay Ricker.
“Unfortunately, an employee responded to an alarming situation in an appropriate manner ... the sign in
question was removed, and we are exploring appropriate disciplinary action,” Ricker said in a statement.
“It is the policy of Ricker’s to welcome all patrons to its facilities. We are committed to maintaining a
positive relationship with all members of the communities we serve.” Ricker’s, founded in 1979, has
more than 700 employees and operates 49 convenience stores and two laundries.
Desiree Koger-Gustafson, attorney for the legal clinic that serves mostly low-income and immigrant
clients, said she was going to protest the sign, but its removal and the apology were sufficient for her
to drop the matter.
“Someone should inform (whoever wrote the sign) of the last few decades of civil-rights laws. Some
people still think you can do this kind of thing,” she said.
Gerald Foday isn’t one of those people, however. The director of Fort Wayne’s Metropolitan Human Re-
lations Commission said his agency may file a complaint, and could pursue civil-rights charges against
Ricker’s if an investigation warrants it. Sanctions could include fines, mandatory employee training and
other remedies, he said.
“You can sanction behavior based on health,” he said – but you can’t banish an entire group based on
the actions of certain individuals.
Ricker’s spokesman Jonathan Bausman did not want to elaborate on the behaviors resulting in the sign.
“We don’t want it to seem like we’re trying to justify it,” he said.
But signs still posted at the laundry in English and Burmese offer a clue: “No spitting! No betel nut!” they
read.
According to Koger-Gustafson, many Burmese chew betel nut, which is common in their country of Bur-
ma, or Myanmar as it’s called by the ruling junta, and spit the residue, which can result in red stains.
Bausman said Ricker’s has discussed its concerns about certain behaviors with Burmese advocates and
the Fort Wayne-Allen County Department of Health, and said other companies have expressed similar
concerns.
Health department spokesman John Silcox said there are “ongoing issues about what can and can’t be
tolerated” with newly arriving immigrant and refugee groups, especially in the area of hygiene. Fort
Wayne is home to about 5,000 Burmese – the largest concentration in the United States.
The sign’s removal and Ricker’s apology don’t satisfy all Burmese.
Kyaw Soe, who came to Fort Wayne from Burma in 1993 and is director of IPFW’s New Immigrant
Literacy Program, visited the laundry Tuesday and said he still considers it an unfriendly place for
Burmese.
“There were signs (in Burmese prohibiting certain actions) in every room. There were 22 in Burmese
to only one in Spanish. It’s nonverbal behavior that is non-welcoming. We need more education, more
cultural sensitivity.”
Those signs about not using betel nut apparently didn’t originate with Ricker’s, however. Koger-Gustaf-
son said they were provided by the Burmese Advocacy Center.
In fact, one was posted Tuesday atop the counter at the group’s office.
